Lowerd Credit Limit Without Notice To Get Me Over The Limit

Juniper also lowerd my credit from 5,000 to 4,800 when I got close to the limit to get me to go over limit. I also contacted the BBB and they have a A rating (don't know how) with multiple complaints. This just don't fly!!! This got to stop. This is like deception/exstortion. Can we bring a class action against this?
