The ones who need help the most, are the ones most hurt. The offer is to make money mailing their catalogs. They can mail 10's of thousands and thousands of work offers, but they do not have the staff it takes to mail a catalog? NOT!
They are worse than most because they know all the "gotcha"'s, and say their offer does not have these elements, such as postage cost, etc. Just a way to separate you from your last few bucks.
