1st Capital Corporation ripoff

I received a phone call from a lady telling me that I was elegible to receive a Mastercard in order to reestablish my credit. She said that if I paid $199.00 that I would receive a credit card with a limit of $2500 and if I paid at least 20% of the first three months then I would receive a Visa with a limit of $2000. I foolishly gave the lady my bank account number and my routing number. The $199.00 was taken out of my account on 7/29/02 and I have yet to receive a card from them. Please let me know how I get my money back.
