Presettlement Funding, get cash while waiting for lawsuit is pending

I was in a bad car accident, and had used up all my disability income and savings, and was waiting for social security disability to kick in so i borrowed $5000 from them on one day and then a few months later another $5000. This was in late 2004 early 2005. My lawsuit settled in April and they had me pay them back $40000. I think this is outrageous for borrowing $10K
