Ripoff - lost chargeback dispute on fraudilent transaction

I have a business/personal account (small business) with BoA and this bank gave me lots of problems in a past year. But I was patient enough until today when I received a letter about denial on my recent chargeback request.

The whole story is so unbelievable so I decided it worth an attention here, on a consumer complaints.
I was stupid enough to contact Indian SEO Company that I found online for some advertisement package for my rising web site. They sounded good enough and the package offered was not very cheap but looked more like what I was looking for. I made a pre-payment for their services via PayPal in the amount of $ 460 thinking that I am protected enough in case if they would want to play games. I was wrong.

To make a long story short, I have not received promised services (advertisement on certain web sites) and contact person disappeared from online (messenger and e-mail). After waiting for a month I filed a chargeback request with BoA, being very positive about the future outcome (in my favor, of course!). Being a merchant myself, I know how hard it is to prove a real complete transaction, not talking about a fraud like this.

How surprised I was to receive a letter today saying that my chargeback was denied and disputed transaction was completed according to the paperwork provided by the Seller (???). What kind of paperwork would satisfy BoA in this intangible transaction that was never completed?

I have a couple pages attached to BoA's decision - e-mails from my disappeared Seller saying that he provided all services and "tell these guys do not bother me anymore". Wow! This definitely should be enough for a chargeback to be reversed!

I called BoA and was informed that transaction was valid and "what else do I want?". BoA is not so great in its customer's protection.
Be aware, next time you get a rip-off BoA will most likely be on theft's side.
