Ripoff fraudulent ripoff business

First capital called me and offered me a card with a 2500 credit limit and i thought this was real i only authorized this company to take 19.95 out of my account for the annual fee - but i lost 199 out of my checking account - i called to complain but i get no response you call leave a message and never hear from anyone
this is not fair
please help
