Ripoff takes $500. Upfront money and then declines loan

I applied for a refinance loan from Quicken loans. I was approved with conditions. I satisfied all the conditions, including a $500. Up front fee for the appraisal and overhead fees. This would be refunded when the loan closed.

Three weeks later, I am informed that the underwriters declined the loan, after I already had an approval. I advise not to deal with Quicken loans. They take your $500. After you have been approved, then decline the loan.
