Bank Of America Visa can't add, can't tell me why my ATM figures are different than my billing state. Ripoff

Stupidly* I have let this situation lag for about two years, figuring that BANK of AMERICA and or VISA would figure it out, or explain the math, as I can't add.

In short, My Visa bill both on paper and online say that my Visa bill is one amount, but when I go to my ATM to transfer money from my checking to my VISA to pay it offI get a totally different amount and at this time it is in the negative."-478.00"

About two years ago I got a Discover card and they allowed me to transfer my balance from my BofA/Visa card onto their low or no rate card.

They made the balance transfer of $800.00 from Visa to Discover, which brought my VISA balance owed down into the two hundred dollar range, which I then began paying off, mostly through my local ATMthe receipts of which I have kept.

My piddly credit limit is $1200.00 and currently
thanks to a late fee of $39.00, a periodic finance charge of $30.22 and an overlimit fee (brought about by their charges!) of $35.00, it is now at $1239.00 BUT if I go to the ATM and pay off a portion of this and get a receipt, I am, again, at NEGATIVE-four-hundred-seventy-eight-dollars.

It is my beleif that I have long since paid off the credit card, but they keep charging me AND to make matters more screwed upthey don't seem to be able to account for this amount, negative or not.

How screwed am I being screwed?

Who can I contact that will get answers? BofA and Visa are seemingly unable to see what I see???

*not so much stupidly but more like BofA has never been able to give me an answer and I just let it go.
