One - DirectTV Bundle

I am trying to transfer the location of my direct tv account from one home to the new one. However, they won't do it without a credit card. I bundled through Qwest in SW Washington State.

I don't understand how they can charge me for cancelling the TV system through Qwest but they can't charge me for a transfer through Qwest.
