Fees of $5 to $350 charged just to get loan information

I have been trying to get a lower interest rate since 1999. I was paying 12% when EquiCredit sold my loan to Fairbanks in 2002. You have to pay to get any kind of information, from $5.00 to $350.00. I want to pay it off, but I have to pay a charge for this.
