Late Fee Charged on an Earlier Late Fee Despite On-Time Payment

Since when can you be charged for a late charge with a late charge - when your payment is current and paid on time - but you owe a previous late charge - so they are saying my late charge is not paid on time - therefore they are charging me with another late charge! What? Is this legal?
