Dial-Up Charge on Phone Bill for Account I Never Opened

MSN has attached a dial-up bill to my phone number. Because I did not set up the account, my name and credit card are not on file, and MSN will not remove this account from my phone bill. This has gone on for several months. I phone and am kept on the line for 1 1/2 hours and then hung up on. My phone carrier stayed on the line with me the first time I phoned. The phone carrier cannot remove the bill. They get billing from a third party (MSN). I want MSN to stop billing an illegal account to my phone number, and now I am so angry at their inaction that I want a refund.
