Required $300 Deposit After Paying Balance to Transfer Service

I owed a balance on a bill for 189.80 in order to transfer service I had to pay balance so I was told. Paid balance in full then they tell me I have to pay a 300 deposit since it is a transfer and a new account after bill was paid. I believe i was mislead into paying the bill even after I told them i wanted to pay balance so that I can transfer my provider.
