Empty Spiriva Capsules Each Month Leave Me Without Medication

I purchase Spiriva each month and each month I have capsules that are empty which causes we to go without medication because my plan will not pay. I can understand one capsule maybe even two but when it goes to four or five that's a whole week of medication I must do without.
