360 Dollar Cancellation Fee After Four Months and Rising Bill

Today my local network is not working and I was told that I would have to pay to get it working, and that I could not cancel it without paying $360.00. I have been with the service for 4 months and they have already increased my bill. What can I do to stop this continued increase
