No Response to Complaint Email About $115 One-Time Charge

I have been trying unsuccessfully to file a complaint via email. AT&T uverse continues to charge me $115 as a one time charge when it's clearly indicated on my account review that there are no one time charges since my 8-13-10 activation date.
