Unending "emergency Alert Message"

For all months, the underside 1/4 of it display of all stations (although not ABC or CBS) hasbeen cluttered-up by having an "Emergency Alert Information - Needed Weekly Check". This really is absurd, this hasbeen happening for such a long time WITHOUT ANY CLARIFICATION why it's not only a regular check but a continuing 24/7 factor.
