WinTech Technology was unable to perform all the requested services and refuses to issue a partial refund

On 7/14, I took my computer in for service. I was told that it had a virus. The tech confirmed that the computer was backed up. I mentioned problems I had with a Western Digital Passport, but advised that the info was backed up on a second WD Passport. He advised that he could retrieve the data on the problem Passport and that the retreival will cost an extra $200. He requested that I put the passport in their mailbox over the weekend. Someone stole the Passport from the mailbox. It was eventually returned, but the data was never recovered. Wintech refuses to refund my $200. I have paid $454.73 to have a virus removed.
