Sent incorrect bill and will not answer the phone to discuss/explain it

Yesterday I received a bill for using a toll road that I have never been on. This is an automated camera activated toll road, I have no idea why they think I was there on two occasions but I was not. I tried to call them and when I finally reached someone on the phone they just hung up on me. What am I to do? Is this just a scam? How can I address this?
