No deep discount - booking flights and hotels

I booked a "3-star" at "deep discount" under Expedia Unpublished Rate program and ended up with a 2-star dump at only a $3 discount from Expedia's own published rate for same itinerary. Worse, I could have spent less if I'd booked that hotel directly. So paid a premium without the ability to cancel.
