Fraud, refusal to refund, 'same as cash'

I purchased 500 USD from wells fargo of american express travelers checks also spelled American Express travelers CHEQUES
I went overseas. The checks were lost. Last I saw them was in my suitcase.

I came back. I called amex. They gave me the run around for 5 months. Then they had me fill out 15 pages of 'refund paperwork'Then they said ' we are investigating you '

So, they refuse to refund me 500 usd And they claim 'same as cash' - and i believe its illegal to substitute real american currency for 'american express checks'

So I am out 500 usd thanks to their refusal to refund. It has now been 8 months.
