Ripoff, Can I file complaint to Florida Consumer Services from Canada Ft. Lauderdale

I am from Canada and already paid full ($1000 cdn) for the RPR trip. Now I am discovering that RPR is a scam. So I want my money back.

Is it possible to file a complaint with Florida Consumer Services from Canada to obtain my full refund? Otherwise, what do I have to do?

Please someone help me. Please!

Oh by the way, I got the RPR package late last year.
