When trying to redeem accumulated reward miles through Delta, the rewards program refers you to a subcontractor that processes the requests. I tried to transfer miles from my account to my wife's account to get a free ticket. I was dealing with a "live" Delta representative for the ticket. The Delta Rep advised me to hurry and transfer the miles at the Delta Reservations web site in order to secure a seat and that seats were open on the flight I was schedulaing. The Delta Rep stated that she could not actually make the miles application and transfer, this could only be done from the Delta Web Site. I went to the web site and transferred the correct number of miles per the Delta Rep's advice and found that the amount she gave me to transfer was incorrect. Went back to a live Delta Rep (different one this time) and was told that seats were still open and that I would have to transfer an additional 25,000 miles to get the free ticket. Transferred the miles through Points.com, went to the Delta reservations site, tried to get the ticket and was advised that the site would not provide a ticket.

Contacted Delta and notified them that I would not pay the ticket transfer fees ($230 and $260) due to the fact that Delta's Reps did not deliver the ticket even though I did everything I was instructed to do. I then notified Points.com and advised them that I was cancelling the credit card charge the same day the charge was made. Copied Delta and received an email advising that Delta would not absorb the costs of the miles transfers. Copied Delta's response to Points.com who then sent me their policy on refunds for miles transfers. Points.com's policy stated that a refund could be made if Delta initiated the refund through Delta's request. Sent the Point's policy to Delta and received a phone call from a Delta supervisor who stated that they would not initiate a refund even though I cancelled the credit card charges on the same day they were made and in spite of the Points.com refund policy. With that they hung up and I disputed the credit card charges through my carrier. Bottom line - transferring points will cost you and therefore the reward miles cost about as much as a regular coach ticket and Delta does not honor the FTC Truth in Lending laws regarding cancelling credit card purchases during the cooling off periods. I filed an FTC complaint as well as a charge dispute with the credit card company.
