FRAUD, they sell "authentic" sports memorabilia with no proof of authenticity, despite what they say

On December 22, I won an auction on the website Ebay for an autographed Tony Romo jersey with an auction ID number of 160191553601.in the item description, the jersey was guaranteed authentic, and was said to have a certificate of authenticity card, also referred to as a "COA card", included as part of the sale.in fact, the auction stated, "Authenticity: Each jersey comes with a TONY ROMO HOLOGRAM AND COA CARD!!!" I paid for the item on December 27 using my credit card. The total amount paid is two hundred, eighteen dollars and fifty cents, including sixteen dollars for shipping. When the jersey was received, I immediately noticed that there was no COA card as promised. That night I sent an email to Dad's Sports Room explaining to them that there was no COA card sent. I got an email back the next day saying they would look into it. I did not receive a response until I contacted them again. Again, they said they would look into the situation and get back to me. They never got back to me. So, I tried to escalate this matter by alerting Ebay that they sold an item that significantly did not match the auction description. The significant difference was there is no COA card with the jersey, therefore, the signature cannot be called authentic. The seller's auction proved authenticity by saying each jersey has a COA card, but this did not come with a COA card, meaning it cannot be resold as authentic. If it cannot be resold as authentic, it is not authentic. I decided to call the seller because me emails did not get a response. The seller said she talked with the person who packages all items and the lady I spoke with told me that the packager puts the COA card in every package. I told her that people can make mistakes, and one was made here. Once again, Dad's Sports Room told me they would look into it to see what they could do and call me back. I never got a call back. After I explained the dilemma to Ebay on an item dispute, the seller replied to Ebay saying that they are not responsible for the customer throwing the COA card away or misplacing it. I never received the COA card, and I took that as insult. I paid for an authentic signature, and I know the importance of the COA card. I would not misplace it or even dream of throwing it away. They did not pack it. For whatever reason of why they did not pack it is beyond me. Both my boss and me, it was delivered to my work, looked through all of the packaging when the jersey and even took the jersey out of the plastic bag and unfolded it to make sure it was not hidden somewhere. The COA card was not in the package and I have a witness by the name of Ali Khan to vouch for the absence of a COA card. I never received the COA card. I paid over two hundred dollars for a jersey worth about forty dollars because they mislead me on the online auction by showing pictures of the COA card and saying it comes with every jersey. The last time I spoke with the lady at Dad's Sports Room, she told me she would look into it again and see what she could do. Once again, I never got a response. After three phone calls, a voicemail, and four emails, they still have not responded to me. I was caught on the bad end of a scam.By definition, this is not only internet fraud, but also mail fraud. They fraudulently listed an "authentic" signature on Ebay, describing it had proof of authenticity. They mailed me the item with no proof.
