Quick to charge. Failure to refund cancelled sale. Ripoff

I placed an order. After sometime it was not received. I inquired and they said it would be several more weeks. I cancelled. They then charged my credit card and now will not refund. They say the president has to Ok. President supposedly ok'd, sitt no refund.
