Fraudulant Charges reported under a Diego Garcia

I received a charge on my phone bill from USBI. When I called USBI they said that this charge was from my internet provider the call was to a Diego Garcia, which we don't even know.

It appears from researching this on the web, that this company is fraudulantly billing people. The charge appears on your bill because of a pop up that can come on your emails.
