NCO Collections Agreed to Half Payment but ATT Still Claims Balance

I was a customer with ATT for over 15 years, with the economy got behind on bill "first time ever" called and ask them to turn the phone off and let me make payment plan. That was against there policy I was told. Sent to a collection agency, NCO they agreed to take 1/2 of what was owed "late charges". I go to get a phone and ATT says I owe them money.
