AFNI Collections Agency bogus phone bill from a phone number 18 years old

Last month we received a collections statement from ANFI Collections stating that My husband and his ex-wife owed Verizon for phone number in a town where he hadn't lived in 18 years! And if that wasn't suspicious enough, we just got a second bill stating that they would be willing to accept half of the owed amount.
I assumed it was fraudulent. I planned on reporting them to the BBB, so I checked out their website. It says they're recommended by the BBB! The site had links to the FTC to help consumers learn their rights. For the first time, I was concerned that this "bill" could affect our credit report.

I was so relieved to find the complaint site and to hear that we weren't the only ones that they tried to scam.

I'd love to know how we can stop them for good!
