M W Rohling Advertising fraud, No Refund, Deceptive, Misrepresentation

M.W. Rohling (aka Mr. Bill) is known for bench ad and sign advertising in the Houston, TX area at Metro bus stops and various other areas. Upon calling M.W. Rohling to get prices, ad locations, and terms of his contract and services offered, he lures callers into doing business with him by saying "there is a lot of traffic at that intersection." Consumers should be aware of requesting this owner to put up a bench ad to promote their services or products.

The owner has a 30 day cancellation notice hand written on his receipts, and in print, but he does not honor the cancellation or refund policy. He requests a 50% down payment and a sample of your services or products to be printed on the bench ad. He guarantees the bench ad will be in place within a few days upon receiving your approval of the proofs. The day

The bench ad is in place, M.W. Rohling requests the remaining 50% balance to be paid by cash or check. The contract for the bench ad must be renewed every six months with rates ranging from $360 - $450.00.

I began doing business with M.W. Rohling around the summer of 2010. I currently have an existing bench ad with the owner since Dec. 2010. I have been a repeat customer up until he refused to refund my deposit for a new bench ad for another location that is noted further in this paragraph. M.W. Rohling agreed to put a bench ad at the intersection on West Road and Antoine in Houston, TX on Dec. 12 with a 50% down payment and the remaining 50% upon completion. He sent a receipt to me that reflects the 50% deposit and cashed my check on Dec. 18.

I drove by the intersection a few times and noticed the bench ad was not in place. I sent emails asking for the status, but M.W. Rohling did not respond to my emails. I requested a refund in writing within 30 days as stated on his receipts/contracts. I also drove by his home office location at 15921 Maxine Ln, Houston, TX 77068 on Jan. 12 asking for an explanation. He walked towards my car and said Ive been out of town and just got back. The ad will be up tomorrow. I drove by the intersection on January 13th and Jan 14th, but the bench ad was not in place. I sent another email asking for a refund, but he did not respond.

M.W. Rohling did not respond to the complaint I filed with the Better Business Bureau. The BBB

Suggested I notify the Federal Trade Commission and or seek legal representation. I filed a complaint with the Federal Trade Commission as well. It is now mid March and the bench ad still is not in place nor have I received any responses or a refund from M.W. Rohling. I have contacted another customer only to discover their dissatisfaction as well. Since the beginning of my refund requests, Ive monitored the bench ads of other consumers in the surrounding area and noticed they did not renew their contract with M.W. Rohling.

The dissatisfaction may explain why M.W. Rohling has several vacant bench ads soliciting business. It is very disturbing and disappointing having paid a 50% deposit, sent numerous of written correspondence and not receiving any responses or a refund. It is even more disturbing that M.W. Rohling will not refund my deposit, but he has placed ads for a computer company and funeral home company within minutes of another bench ad that Ive repeatedly renewed from Dec. 2010 up until now.

Consumers, please take note that if you enter into a contract with M.W. Rohling and decide to cancel the contract for dissatisfaction or etc within 30 days, and request a refund, the owner may try and offer a credit towards an existing ad that you may have with him. The only problem is that a credit cannot be issued if you do not have an existing contract or if you do not want to continue doing business with this owner.

In addition, the contracts of M.W. Rohling states refunds will be prorated to the extent of work that has already begun. However, if no work has begun or the contract has been breached by M. W Rohling, consumers should receive a refund of their deposit or the full amount of their payment. This information is being shared to bring awareness to the business practices of M.W.
