Cannot get deceased SSN funds released

My mother passed away in Missouri in Jan with money on her Direct Express debit card from the month of December. Direct Express cancelled her card 1 week after she died with the money still on it. We've been trying for over a year to get the money (less than $1000) released. We've even sent (3 times I've sent it) a Probate court order authorizing the release to me but Direct Express still is asking for other paperwork (such as proof of Executor) and none of that paperwork exists. The court order stands on its own merit. Nothing else is needed.

The only way I can communicate with the Payment division of Direct Express (located in Austin, TX) is through the mail or fax. The Payment division does actaully have a phone number but it doesn't allow you to leave messages and all the answering machine gives out is the fax number. So I have no way to talk to them. None. I do have a general customer service number but all they can do is tell you the card has been cancelled. They cannot get you in touch (nor can they themselves get in touch which I find very strange) with the Payment division. So here I sit, 14 months after my mother's death still wondering if I'll ever see her money.
