Purchased a Petco dog harness. The dog harness packaging provides only instructions on how to fit the dog harness on a pet. The dog harness I purchased was defective and I attempted to return the product. The customer service representative stated that the product could not be returned because he stated the harness should only be used when walking the dog and not to be used if using a tether to a dog stake in the ground. This is product deception because the packaging on the product did not provide instructions or parameters regarding dog training, or tethering. There were no instructions on how to use the product other then to fit it physically on the dog. Therefore, how can they justify the dog harness was not defective?
