On June 11, I needed to park downtown in order to attend graduation for WFRHS at the Raleigh convention center. I found a spot in the McLaurin lot and attempted to use my Debit Card to pay the $5.00. I swiped the card twice and keyed in the space number. It did not print a receipt, nor was their any indication that the transaction did not go through. After graduation, I returned to the lot to find a "boot" attached on my car with a $50.00 fine. When I explained the situation, the attendant told me that I should have known that the scanning machine wasn't working since it did not print a receipt! I reminded him that often at a gas pump, there is no paper in the machine. Meantime, I was telling everyone who drove in that they needed to be certain that they had cash or they would be fined. One customer approached the attendant and explained that she had no cash and that she really needed to park. He told her that the machine only worked with cash. Obviously, they had me where they wanted me and I had to pay the $50.00 - PLEASE NOTE that the hand-held device that the attendant used was working perfectly to scan my Debit Card! Finally, when the attendant left the lot, he did not post any kind of notice on the scan-machine nor place any kind of sign at the entrance to tell customers that this was a cash-only lot and that the machine was out of order. This is obviously a scam. How many people are duped into paying $50.00?
