WorldAccess Translations, WorldAccess run around, provided unusable document

I contacted World Access Translations via their website on May 6th regarding certification and correction of my foreign issued/english translated marriage certificate. I specifically told them that the document had already been translated into english, that it had been notarized, and that they spelled my last name incorrectly (used a V instead of a W in the translation). I asked what it would cost to have the translation reprinted and certified with the correct spelling... Literally only one letter different, so all they would have to do is proof read it (less than 20 lines, most had only 4-6 words on a line) and then retype it correctly with my last name spelled right, stamp it and send it.
I was told that this would be only $27.50 to get a one page certificate, proofread, certified, and notarized. I was told I would get a copy mailed to me. They received a copy of the document prior to giving the quote, and knew exactly what I was asking for. They told me that a scanned copy of my original document was all they would need. I paid on the 6th of May for the certification/notarization/correction to my document.
On May 18th I contacted them to ask why I had not received anything, and why it was taking so long to correct one letter and stamp my document. A reply came stating that it would be ready by the 19th or 20th. On the 20th I received an email instead stating: "our records show that your funds were reimbursed. As per our agreement, the document was only to be proofread, certified and notarized. The document we received from you was a scanned image, had foreign text and required a complete retype of the document. The fee for this service would have been far greater
then the $27.50 paid. Accounting has confirmed the refund. The funds will be available to you within two business days."
I was clearly upset, as they had told me that the scanned copy of the document would be fine and that it was all I needed to send. I was also told that this would be considered proofreading, certification and notarization... With the correction of only 1 letter. No other editing was required. They knew this prior to providing a quote. I wrote back that I don't want my money back, I want what was promised. Then on May 22nd they sent me an email saying they would leave out the certification of the original document (basically rendering my marriage certificate useless) and provided me a scanned copy... Which is not acceptable anywhere! I was supposed to have them just correct that one letter, and restamp it with their stamp in addition to everything else on the page. Now I have a scanned copy of a document that doesn't even provide legal certification for my marriage.
