Notarization confusion
Consumer Report

Recently I was denied notarization of my translation of a foreign document for no convincing reason. It was just this Chase bank notary did not like some elements on the translation, like the word in brackets [signed] reflecting that the original document was signed. She asked, "where is the signature?" Or a phrase in brackets [on the reverse side] reflecting that part of the original document (the driver's license) was placed on the opposite side of the card. No matter how many times I explained this to her, as well as that the contents of the translation is my responsibility, no hers (and there was a relevant statement below that I had to sign in her presence), while her responsibility is just to certify my signature after properly identifying me, this didn't help.
After this incident I wrote to the National Notary Association, which responded with explaining what elements must be present in the document to be notarized. Certainly enough, these elements were in my translation as always.
However, when I showed this message to a bank notary, this notary said that they follow instructions from your Legal Department, not from the National Notary Association.
So please clarify this issue.
Thank you
