Overcharged and did not fix AC problem

I originally called ARS Rescue Service to have them check out a 15 year old Carrier AC system that was not cooling my 2 story house totally. On July 30, Jeremy came out to service the system and all I was told was that the blower motor voltage was low normal and could go at any time. He also told me the unit was running at its max, old, and was too small for the house, the reason it was not cooling properly.
