Agrees to pay and remits

For apx. 2 months my wife and I have battleing to get her money back from the fraudulent charges made by Questsavers. They agreed to pay a portion, dating back six months, but would pay no more. I continued to contact Questsavers and used some advice I found on this website. I threatened Questsavers that I would file a report to Atrorney Generals John Ashcroct's office and explained how many reports I have read from this website. Qustsavers supervisor "Aanna" seemed annoyed and in a nasty tone of voice said the full amount would be refunded and hung up.

I called the next day to verify the account the funds would be refunded to, as my wife has since changed the account due to another fraudulent charge by Direct One Long Distance. The representative verified the amount and said it would be no problem as the funds would be automatically sent to the new account.

Well, that was two weeks ago and my wife contacted Questsavers last week. She spoke to a supervisor and the supervisor said they made a mistake and will not refund the rest of the fraudulent charges.

So I sit here today, racking up more time dealing with this company wondering how do they stay in busisness and not jail? How do these company's do this? If it were the other way around and an individual commited fraud to a company, wouldn't we have some type of jail time?
