No-good phone card

I bought these phone cards so that i can save money and at the same time limit my calls to philippines. Past few weeks i have been trying to call our country which gives us busy signals all the time and if ever we get through the connection was so poor that u can't even hear or understand what they are saying. If they are trying to fix their line connection maybe they should not sell these phone cards until everything is fix.
