Judith Snow, Snow-Cap Agency Inc., And Federal Employee Seminars, Inc
Seminar scam, takes your money, doesn't perform and then uses excuse when complaints are filed, "agency defunct, there are no remaining assets"

In early May, I contracted with the Snow-Cap Agency to have a Federal Employee Seminar provided for me in Los Angeles, CA. As per the terms of their contract they charged my credit card the amt of $1,662.50 as a deposit. The contract also allows them to take the addtitional $1,662.50 Five days prior to the event taking place. The contract also states they will provide me periodic progress reports on scheduling a date. This was never done and I had called them on almost a daily basis after I felt that they had ample time to schedule my seminar. No one ever returned a call. I received a lot of lip service and promises, but, not one call was ever returned. I even spoke with Judy Snow, the owner, and she also never returned the call as promised.

The contract also states they are to notify me, in advance, as to whether the seminar will proceed or not. This also was not done.

On July 17th I received notification from my credit card company that a charge of $1,662.50 had been made on 7/14/09. I never authorized this charge and still didn't have a seminar. I was told a seminar had been scheduled for 7/28/09 but no one enrolled, so will try and get another date. I told them to credit my card back until they had a date for me and that they had no business taking my money and it was clearly a breach on their part. I kept getting excuses and then they started lying to me by saying they were already charged back on their account since I disputed the charge. Again, these were lies, they were never charged back.

I a letter to Judy Snow outlining the situation and was very polite and cordial. I told her any reputable agency would have seen this as a mistake and would correct it by crediting my account and then would fulfill the contract as agreed.

I received a reply letter back that said, "Snow-Cap Agency, Inc has been defunct. There are no remaining assets."

I have read a previous consumer complaints where the same thing happened in to a rep in Coral Gables, Fla and he received the same response, " Sorry we have no funds."

This seems to be a standard answer from Judy Snow and then goes on with business as usual. I would like to stop her and notify all the government agencies they do business with, hoping they will reconsider using them in view of their tactics.

If anyone having these same issues with Snow-Cap or FESI (same organization) would like to pursue a class action law suit against them, please let me know. I am going to my attorney's to file a motion to show all their assets. They are not going to get away with this and I can assure them it would be cheaper to return the money than go to the expense that I intend to create for them.
