Failed to refund for advertisement never printed

This company agreed to advertise my small accounting business in printed materials to be displayed at 6 local restaurants. After cashing my checks, they never ran the ads and never communicated that to me. When I later tracked down local company contacts, they agreed a refund was due me and referred me to the corporate home office in California. Months later no refund was received and now both local and coporate offices do not return my calls or letters.
