Water Bill rates have been doubled without explanation

I recently received my latest bill. The monthly cost for water and sewage doubled. I called the company and was told that the billing method has changed. Bills arenow based upon the square footage of the apartment amd the number of people living in the apartment. Due to low rain fall my wife and I made a concerted effort to conserve water. As a result of this, we now pay twice as much.
