Charging late fees

I reduced my centis card in November 08.in December of 08 i created another purchase but I didn't get the staement until January of 09 they billed me a late charge for products bought in dec but used to donot get the declaration however, Some international man solutions and proposes that I ought to of created a fee for december. Used to do not need a stability why might I create a cost. To begin with I'm ill and fed up with attempting to conduct business with somebody who cannot talk language and two them getting a charge for something which isn't there.
