Charge me $3.88 for S/H then secretly charge me $72.21 when I never receive any kit in the mail or any login access

I was rip off, and I'm unemployed and there's nothing my bank can do about it. I paid for the shipping and handling for $3.88. I never received anything, no kit that I was promise no internet access, no login information nothing at all and my account was charge $72.21 for nothing and when I called to cancel. I was told I'm over the 7 days and I can't get a refund. When I told them I never received anything they told me that I should have access to the website, and when I ask for the login info they said they'll send it to my email. I never received anything.
What a rip off, and the thing is they get away with it
