I paid $255 for an email service provied by michael wilson. He sent me the login information but never the web address

Michael Wilson sent me an email offering an opportunity to access 1 billion email addresses. I paid the $255 from my paypal account to Plimus but never received access to the website, even though he gave me te login informaton.
I have no phone # to contact and he has never answered my emails except once but never gave me the website information.
