PayPal's buyer protection policy is limited to tangible goods therefore it is an ideal front for fraudulent businesses to set up shop selling electronic goods like cell phone reloads, airline tickets, etc. This make PayPal a bad choice for consumers who are not careful enough to understand the policies that protect them. Note that PayPal's tag line is "The safer easier way to pay" This is far from the truth.
