They do not cover your purchases if the other person does not have money in their account! They say you are safe, but you are not! If we had used a credit card, we would not be out the money. See their user agreement: "PayPal Buyer Complaint Policy - Our best efforts program to reimburse Users for losses only to the extent we are able to recover the funds from sellers."
