Would not sent invoice for over 4 mos

Would not sent invoice for payment i call him he said he would sent it to me.
He waited 4 mos and sent me a bill for 2,900. He told me he would not do this to me every time i called him he said he would be putting it in the mail. I told him i cant not pay a big bill like that at one time. He wants payment now, i told him small payments only i would have ever let a bill get that big. Linda American Canyon CA
