Rip-off no platinum mastercard for $5000 received but took my $45 check consumer fraud

I got an agreement in the mail. Guaranteed unsecured credit card platinum mastercard would be mailed to me for a $45 fee or $49 express. I signed it and enclosed a $45 check and never received credit card. I have turned them in online to the Florida Attorney General.
