Otartel Cashed my Check for $ 128.50 and "No" Gift Cards been sent

I have ordered for 2 Gift Cards worth $150.
Otartel mentioned that they would charge only $128.50 and send gift cards worth $150.

Deatails.
Order Number - 103221 $44.50
Order Number - 102515 $84.00

They encashed my check and mentioned that they dispatched the cards thru USPS
I have received mail saying that.,
Your payment has been cleared by our bank and you order #103221 has been shipped.

Finally, I haven't received any Giftcards
