NCIC Operator Service - NCIC Operator Service 2 calls, 1 minute each, phone call from payphone, was charged around $17 from Longview Texas

I made two short phone calls from an Ikea phone call in Renton, WA to 2 cities (30 miles away and 110 miles away). Each phone call was one minute and they charged $5.37 and $11.01, respectively. I thought the phone said 4 minutes for $1.00. I saw the transactions listed as "CHKCARDNCIC OPERATOR SLONGVIE USUS".
