Ordered a horse racing photo, paid by pay pal, neger received item, contacted atty general's office, they cannot locate joe gleason or bugboys Ripoff Saratoga Springs New York internet

Ripped off!!!
Last July I ordered a signature horse racing photo, paid for item by Pay Pal. I never received the item.

Icontacted pay pal, they said they cannot help me
I contacted atty general, they cannot locate him and they cannot help me but he still has his website and is continuing to sell items and probably is still ripping people off..

He needs to be stopped and reimbuse everyone he has ripped off!!!
